By Federal law and the Social Security Act, no organization can require your social security number. The organization can use your name and driver's license number to conduct a background check. Many volunteer organizations ask for everything, but you only need to provide enough personal information so a 3rd party can perform their background check, especially if you are going to be working with kids under the age of 18.

Your employer, bank and the government are the only ones who need your social security number.
