My 2000 Mercury 150 EFI has a solid alarm and it is blowing a good stream of water. Could it be a sensor?

Yes, possibly one of your temperature sensors located in the head. More likely it is one of your thermostats not opening or plugged with debris. This is especially so if engine is operated in salt water. The temp sensor does not malfunction very often.
