carries water from and to the engine to the radiator for cooling, there are 2 and contain hot water when the engine is running and will still be hot and pressurerised for an hour after the motor is shut off.

While your car is running the engine is heating up. While your driving you have air being forced over the radiator cooling it off. When you are sitting still you don't have that air so your engine is heating up even more so the cooling fan comes on to help cool you engine off. Via cooling the radiator.
A hole in the radiator would do that, or a damaged radiator cap. It could be a cracked engine block that is allowing cylinder pressure into the cooling system, pressurizing the water until it breaks through a weak spot in the radiator.
It doesn't, it helps cool the engine by running coolant through it and letting it air cool. The better the radiator = the better the cooling, thus making the engine more efficient.

There is a good possibility the relay is stuck.
low coolant? Plugged or restricted radiator? Water pump not circulating coolant? Cooling fan not working? Thermostat not opening? Cooling system air bound?
Have the vehicle running when refilling the radiator, or top off radiator after engine warms up, and thermostat opens (temperature gauge will drop). Some engines have a cooling system bleeder you can crack open and fill the radiator until coolant comes out of the bleeder. The bleeder is generally located at the highest point of the cooling system on the engine.
Make sure all cooling fans around radiator and condenser are running with a/c on and engine running at operating temperature. If ok then most likely cause would be low coolant level or restricted( clogged) radiator. My sisters 91 did the same thing two years ago and it took a new radiator to fix it.
