Most likely it's an infected anal gland on the swollen side of the anus. A Google search on "Dogs Anal Glands" should lead you to plenty of information. In all likelyhood, you'll want to get it to the vet so that they can "express" the impacted gland and give the pet topical and oral antibiotics afterward.

99.9% of dogs are born with worms passes on from their mothers and that causes the bloated budda belly that you often see in puppies. Get them dewormed on a regular schedule and they will go away. In the meantime, don't let them lick your mouth, wash your hands often, and don't share food with them!
