The rebellion in 1786 and 1787 was stopped by Massachusetts militia and troops assembled by Massachusetts governor James Bowdoin, led by General Benjamin Lincoln. The federal government had no money to hire troops, a weakness of the Articles of Confederation that was among the many reasons for the drafting of the US Constitution. Because some ringleaders went into hiding in the Republic of Vermont, the rebellion added impetus to extend federal law there, and Vermont became a state in 1791.
He stopped it by sending federal troops into western Pennsylvania to end the protest once and for all. The significance o this action was that it showed the strength of the federal gov't (government) under the Constitution because they no longer used the Articles of Confederation. It was a fitting response to an immediate threat to the federal government.
In 1978, the federal government ordered that lead based paint not be used in home construction. Some states already had stopped using it before 1978, but I am not sure if California was one of them.
