Wooden shavings have a lot of dust and can be very irritating to a guinea pig's respiratory system. You should have her checked out by a vet as this can be a sign of an upper respiritory infection which can be deadly. Guinea pigs go downhill fast so please do not wait!
Also switch your bedding to a paper-based such as care-fresh or yesterday's news. Do not use shavings as these can be detrimental to a guinea pig's health. You can also bed on towels as I do. They have to be changed every 2-3 days and vacuumed daily with a handheld or shop vac but it is cheaper in the long run and the safest bedding available. Another pro to using towels is you can choose the color and decorate the cage how you so choose.
