When in doubt about head and neck injuries (and this is almost certainly both -- whiplash is a common colateral injury for this type of trauma), the patient should be presented at an Emergency Room. The reasons for this are at home, you lack the equipment to assess concussion, skull fracture, and cervical (neck) injuries. You also have the question of why he fell in the first place to consider.
