Tuenti is a Spain-based social networking website. Tuenti operates by invitation only, therefore to have a Tuenti account, you first need to be invited by somebody who is already on Tuenti. You can be invited even if you live outside Spain or if you are not Spanish.
Once you've been invited, Tuenti asks you for information regarding your school, university, home city, etc. It only recognizes places IN SPAIN. Therefore, if you went to a school, university, or city outside of Spain, Tuenti can't register your profile. Of course, you can always choose a Spanish city at random and say you live there, but in the end, most people on Tuenti really do live in Spain, and so there wouldn't be many people for you to network with in the first place.
So, technically, no you do not have to be Spanish to have a Tuenti account. In fact, Tuenti even operates in English (as well as in Castillian, Catalan, Euskara, and other languages/dialects from Spain.) But in the end, there's little point in having a Tuenti account unless you have friends or relatives in Spain with whom you could network.
