Yes, IQ tests are made so that a a score around 100 is the average. 123 is some way above average, but it is still a pretty "normal" score. An IQ of 130 or more is enough to join mensa, and about 2% of the worlds population got an IQ this high.

As far as i know, IQ scores are all relative. 100 is the average, and a score is judged by what percentile of the population has gotten your score or above. (ex. someone that scores higher than 99% of the population will have an extremely high IQ)
