On one hand, some people thought that the United States was out to "conquer" other countries to prove its superiority over "inferior" races. On the other hand, those (including President Mckinley himself) who were for annexation believed that the Filipinos weren't capable of self government so the United States must step in before other countries like Germany did. The Imperialists ended up winning the debate because they used aggressive extension of authority such as sending the military to the Philippines to secure the territory.

The answer is incomplete unless it mentions that Spain "owned" the island nation.

As part of the treaty that ended the Spanish-American War, one imperialist nation, Spain, ceded the Philippines to another one, the US. This was the a possession a world away from the US and now a problem for the US. Commonsense would have ignored this island group as part of the treat with Spain. It's distance and its native Spanish-Filipino culture was too "distant" in many ways. A bad move, indeed.
