The rubber shoould have tiny holes for air to escape, either fill these holes with silicone rubber or make bigger holes for more air to escape.

take off the door panel and loosen the 2 bolts on the regulator that clamp onto the bottom of the glass
If the parking spaces are marked, as long as both vehicles are within their respective space, then car 2 would be at "fault" but there is no law which covers this anyway.
If it is a mechanical problem about any mechanic or body shop should be able to fix it. If it is body damage it will need to go to a body shop.
