Rosemary is a tender perennial shrub. Grows in zones 7 - 10 Other places it should be planted in a container.
Where I lived in Arizona I had a rosemary hedge, it didn't need much work... a little water, a little mulch and I had rosemary anytime and in any quantity I needed.
Here in the north I keep mine in a deep terracotta pot. It goes outdoors as soon as the frosts are finished and comes in late in the fall. When I bring it in I give it a heavy pruning, my herb cupboard benefits from that, water it well and put it in a sunny window, away from a heat vent, where it is allowed to rest. Come the spring, water it well and move it back outside.
