America is too diplomatic for its own good. It wants to be a goody-two-shoes and help everyone out. If one of our allies that we recieve income and/or resources, we should help them out. If not, we should stay out of their countries, let them handle it.

At the time I enlisted, was required to have established permanent residence in the United States, have declared an intent to obtain US citizenship, and come from a country which was on a list of approved countries for foreign enlistees to come from (in my case, it was Namibia). Some of the conditions may have changed since - the US Army Recruiting website can better answer some of the specifics, and includes a feature which allows you to contact recruiting directly.
