America is too diplomatic for its own good. It wants to be a goody-two-shoes and help everyone out. If one of our allies that we recieve income and/or resources, we should help them out. If not, we should stay out of their countries, let them handle it.

There've been several throughout the years. Currently, the only active ones are the French Foreign Legion, and the Israeli Mahal, The Royal Armed Forces (of the United Kingdom) accepts applicants from Commonwealth countries and the Republic of Ireland, and also fields the Brigade of Gurkhas. The US Armed Forces, while having no actual foreign legion, does accept foreign volunteers into their ranks. The Spanish Legion was originally established as an equivalent to the French Foreign Legion, but no longer accepts foreign nationals.
Forces in the foreign environment might be the same, but the laws regarding employment are different. This is what allows businesses to operate differently in foreign lands.

The US Armed Forces does accept foreign nationals. At the time I enlisted, was required to have established permanent residence in the United States, have declared an intent to obtain US citizenship, and come from a country which was on a list of approved countries for foreign enlistees to come from (in my case, it was Namibia). Some of the conditions may have changed since - the US Army Recruiting website can better answer some of the specifics, and includes a feature which allows you to contact recruiting directly.
Some other forces that continue the the division is the European nation and the other 29 countries.
