You should be able to switch between Dish Network and Directv as long as you did not leave in bad standing with either satellite provider (e.g. unpaid balance, or failed to return satellite equipment when disconnected).
I am not sure I understand the question. DirecTV itself is not a network, but a provider of content. Depending on where you live, your cable providers will be Comcast, AT&T, Time Warner, or one of the larger cable companies. If you like satellite television and just want to switch from DirecTV, the biggest alternative to them is Dish Network.

For satllite communication the frequency should not be less than the critical frequency because in satellite communicaton high frequency is needed which is reflected by satellite but not by the ionosphere.
