Well, as shooters go - TF2 is actually quite child friendly.
The graphics are VERY cartooney. The violence itself is presented in a far more comical light than many of its counterparts.
You may however wish to be careful not to trivialize the idea of shooting someone in the head.
Depending on the platform he will be playing on (i.e. Xbox, PC, PS3) you may want to watch for the language of other people playing over headset. They can be a bunch of tossers sometimes.
All in all, 11 is a fairly young age - but as a 20 year old man who played similar games as an 11 year old, don't worry too much about the effect it'll have on his brain - kids are smart.
