i dont think so, as water is a natural thing like air and each and every individual even animals do have same right on it as any human being so it should be for all and should not be privatised.
The public sector exists because citizens agree upon services that should be provided but can not be provided by the private sector. ie. roads, post office, national defense, air/water quality, food...
