It can be okay if your kid is under 13, they should have a phone on them. You need to be able to at least call them every 45 min to an hour or so. Let's say that there's only one friend with them. That is okayish. But if there were 10 friends or 5 friends, it'll be better. Kids have to know what it is like to be in the mall without adults, they'll experience it and they should let you know what it was like. Because if you keep them locked up in your house until they are 13 then they won't want to go after that, they will stay home watch tv or play on their laptop.

Also you need to give them at least 20 dollars to spend and have fun with, allowances make them feel more responsible and show them how to take care of money. One more thing, if you live in a safe neighborhood then let them go by themselves to a friends house. It makes them feel less like babies.

Well, I got let out to do what I wanted with friends when I was 13, but I live in a quiet village/small town, so there wasn't much trouble around. It depends on if the mall in question is known for trouble-makers or thugs, that sort of thing. If it's a perfectly safe mall, then it should be fine at about 13, if you don't trust the mall, then 15 would be better.
