i believe that it would be the parents' sole judgment. i think that it is a very educational video for kindergarten and younger. it teaches children about reading, writing, colors, numbers, and getting along together. it also teaches simple safety (e.i. look both ways before crossing the street). But, as i said in the beginning, it is the parents' judgment whether they want their child watching the show or not. But, i give a high recommendation for Barney.

Elmo with a macaroni salad because Elmo is better than Barney. And besides kids like Elmo better because Barney is a dinosaur and is scary. He also cursed on live TV so the kids mom won't let them near Barney. The kids would be helping Elmo and barely Barney.

Yes they should. I think if kids can be trusted not to copy the moves they see on tv it will be fine. Their parents should watch it with them. They can fast forward it at bad or scary parts.
