Tinted moisturizer is moisturizer, just contains some colour or pigments. Only apply one. If you have normal to dry skin, use the regular moisturizer. If you have small blemishes you want to conceal, use a tinted moisturizer that hides some minor impurities and reflects light to brighten skin. If you just want a slight tint even if you have normal skin, by all means go for the tinted moisturizer.
