It depends on: who rebuilt/repaired the vehicle, what was wrong with it that required it to be rebuilt, whether it's valuable enough to overlook some potential problems and whether you'll be able to cover the entire cost since banks don't like to loan on a slavaged title.
Salvaged titled vehicles tend to have mechanical problems and you'll need to put some money aside to pay for the little things that go wrong.
