Yes, its ok, but watch out for people that will scam you. Ask them all the questions you can think of: Does he do this or that, has he ever had a past injury, any past owners, any past problems. Also make sure hes good for you placement: are you a begginner, intermidiant, advance. If your beginner try to stick to the older well trained horses trust me. Also make it so you visit him before buying, ride him, ask if the owner could ride him, get a trainer to check him out. If the trainer believes he good for you then i dont see why not.
Make sure he holds his feet well, has good body features,loads, everything.

Before you buy him/her you should go and vivit him then you can but him if him/her is the right horse for you!
"When the horse is dead, get off" means you should not waste time on things that are not worth it. If the horse is dead, you can't ride it any more.
You should soak it off with a warm water & epsom salt solution
If you are riding, there is not much you can do right away. When you are done riding, take your horse to a hose and rise off the sweat with water- make sure it is the right temperature. If you only have a hose in a place where you can't hose horses, then take a sponge, soak it, and then squeeze it over your horse. If your horse is fuzzy, maybe you should think about clipping your horse's coat. If not, it is just hot, I would not be too worried. If your horse is sweating and it isn't hot, or you aren't working the horse, you should talk to an expert, preferrably the vet.
Well you could look online for 'plushie parts'. But you could also just go and buy a cheap plush horse and take the tail off that one to fix the other.
The falling off would most likely be attributed to the fact that they did not have saddles on the horse and also to poor riding form. If you are not balanced on the horse you will fall off a lot.
