I know from experience that an annoying brother can be very VERY irritating. My little brother is really annoying because when I was younger, I used to always annoy him and be mean to him. Then he told mum and I got into trouble, got angry at him, and hit him. I got into even more trouble. Now that he's 8, I would really think that he could be a little bit more considerate. But no. Whenever he's mean to me, mum and dad don't care. Even when they can hear him clearly saying 'You're so stupid' or 'You're really ugly' they take no heed!
That's what happened to me. But hitting him only gets you into trouble, and even though it sounds really stupid, he's really using a simple form of reverse psychology. He thinks if he annoys you, you'll get angry and retaliate. Don't let him get what he wants! Ignore him and he'll get really annoyed that you're not listening to him, but you're not doing anything wrong. It worked for me.
