Well this is down to you and how you think your mom will take that kind of news. It may just have been a one of incident as small boys are very curious, especially when entering Puberty. As you mention you caught him at it I would imagine he was very embarrassed and will not do it again under the fear you might tell her. Give him the benefit of another chance and tell him if you catch him again you will tell her straight away. This is enough normally to stop that behaviour.
