What do you mean by "touch?" A hug, an arm around the shoulder, a handhold--- there's nothing wrong with those, but if he's fingering around in ways that are making you question whether or not this is right, you might want to have a word with him. There's no law against such physical contact, but there are several reasons why he shouldn't even though he can.
- It will make many people around the two of you uncomfortable. Nobody really wants to watch that going on.
- Much of it is not his to touch. Tell him to keep his hands to himself.
- It's disrespectful to you. If he really cares about you, he'll treat your body with dignity.
- If you tease him by letting him touch here and touch there, be mindful of the fact that he'll be asking to go all the way before long.
