Answer

Fill the 7 cup jug; put it into the empty pot. Do it again - you now have 14 cups. Fill the 7 cup jug a third time, then pour out enough into the 4 cup jug to fill that. You now have 3 cups left in the 7 cup jug. Add that to the bigger one for a total of 17 cups. ;-)
