A teen can not physically get pregnant, but they can have a child. Use the testing cheats enabled cheat to make the tombstone of L and D appear. Then find who you want the father to be (he must be an adult) and click 'get pregnant with...' and choose the name of the mother. The guy will get pregnant and BAM! You have a teen mother.
