The money belongs to the mother - legally and morally. Child support is not due to the child - ever. It's due to the custodial parent (to assist in providing the child with the basic necessities of life - shelter, food, medical care, clothing, etc). And if Dad wasn't paying his share, then Mom had to come up extra funds to cover it, and she's now due the reimbursement for that.
