It would not be necessary for vaccination if the disease is not prevalence in the surrounding. The problem is how to determine when the disease is not around. You could just wait for the cases to show up and then start vaccinations program. That may be okay for some diseases, but not so good if that disease can spread fast and has high mobility/mortality. A good example is polio. We still give this vaccine, but it's hasn't been seen in most part of the world for years.
