A federal government is the government body that presides over a federation of states that are independently run from each other by state governments.
A federal government is one where the power is split into powers: National Power and local power. The National power overseas the local power but the local power has authority to govern certain aspects themselves. This is represented in American by National Government and State Government. The State Government has certain rights given to them that Federal Government cannot take away, but National Government has the authority to collect taxes and pass laws that affect the Nation as a whole and step in when states disagree with one another.

There a lot more aspects to these powers but you cannot have a federal system without two sets of authoritative power set up to Govern.
