It goes back to the 90s, I don't know exactly who, but Ken Kutarage was one of them. He is the father of the PlayStation; he invented or devoloped the PS1.And is credited in the invention of this slick device. I would say that he is the inventor, but not with big letters.
The PSP system was the brainchild of many different people who worked at Sony, not just one person.

The PSP 3000 is the third generation of the PSP system, there is also a PSP 2000 (AKA slim). a PSP 1000 (AKA phat). and the PSP go, which is the most recent iteration of the PSP.
There is no psp emulator that works without the psp. There is a psp emulator for the PC if u wanted to play psp games.
