The current law states a child under the age of 8 must be secured in a car seat in the back seat. Children who are 8 or have reached 4'9 in height must be secured by a safety belt. Passengers who are 16 or older are subject to the mandatory seat belt law.

And considering the height, the height also has something to do with weight as you don't want all your muscles and fat slowly crushing your body. I estimate that a 5'0 eight year old would approx. 32-35 pounds.
