Assuming that "12 boots" means "six pairs of boots all mixed up" - as it must do, because otherwise there would be no guarantee of getting a pair even if you took all 12 - then surely the answer is "seven"? If you take six, it is possible that you could pick eg all of the left boots - but as soon you take a seventh it's guaranteed to match one of the previous ones.
