This was the "Contract with America" bill that proposed a balanced budget amendment to the Constitution of the United States.
It was sponsored by Representative Joe Barton, Texas Republican, 4 January 1995. Referred to committee, 90 amendments were proposed. It passed the house 26 January 1995, but failed in the Senate 2 March 1995.
