For about 60 years, it has been the United States, but that could change quickly. If China stays at the same pace it has been on, as far as improving infrastructure, and moving forward, then by 2025 they might become more developed than the U.S. For a short while during the 1960's the former Soviet Union (now Russia) was more advanced in nuclear, space, and military knowledge. This has been shown through the first satellite launch- Sputnik 1- the first human to ever enter space, kasmonavt Yuri Gargian, the first space station, MIR, and the first rocket launch of a living creature (a dog) into space on the Vostok I. They created the first hydrogen bomb, and have the world's largest amount of resources.

Norway is the most developed country in the world achieving about a .94 on the scale of 0-1.0, according to the United Nations. The United States is the 4th most developed country (.90), and China is the 91st most developed country (.66) and has quite some catching up to do if you believe it will become the world's most developed country.

This is based on the Human Development Index of 2009. The highest possible HDI would be 1.00.

#1. Iceland AND Norway, with HDI's of 0.968.

#3. Australia, with an HDI of 0.962.

#4. Canada, with an HDI of 0.961.

#5. Ireland, with an HDI of 0.959.

#6. Sweden, with an HDI of 0.956.

#7. Switzerland, with an HDI of 0.955.

#8. Japan AND Netherlands, with HDI's of 0.953.

#10. Finland AND France, with HDI's of 0.952.

The United States, although it has been at the top for a LONG time--longer than I was alive--is not even in the Top 10 anymore--it is close behind at slot number eleven, with an HDI of 0.951.
