doesn't have allot of power to get through the snow you need a more powerful one
It could need a tuneup (clean govner ,might have a partially sheared key in the fly -wheel ,seized bearings in the blower, belts could be slipping need replaced, new plug.)
There are many places one can purchase "Toro Snowblower Parts." In addition to the official Toro website, one might also search the auction website, eBay.

It depends on what kind of parts you want. When searching on the Lowes site, I see the self-propelled belt: http://www.lowes.com/pd_230960-442-490-500-0017_4294857393__?catalogId=10051&productId=1235877&UserSearch=toro+snowblower+parts&Ntt=toro+snowblower+parts&N=4294857393&identifier=Outdoor+Power+Equipment+Parts&langId=-1&storeId=10151&searchQueryType=1. However, I didn't see a large amount of separate parts for sale other than a spool and a belt. Here is the page http://www.lowes.com/SearchCatalogDisplay?Ntt=toro+snowblower+parts&storeId=10151&N=0&langId=-1&catalogId=10051.
