It depends on which country you are in as to the direction it flows (clockwise or counter-clockwise) and who must yield to whom.
(in the US) the state laws are NOT consistent on the yield question and you must be familiar with the laws of the particular state you are in. (most of the time it's just barely controlled chaos anyway)
