Answer
In all likelihood someone has put some object in your gas tank that is interfering with the float for your gauge. It could be a golf ball sized or smaller item or a cloth item and is also sitting in or near the fuel line intake orifice in bottom of tank. You will need to SAFELY remove tank. SAFELY drain and and remove item and see if the in tank fuel pump (if equipped)fuel filter,etc are not damaged and reinstall. Then get locking gas cap. Sorry.
