"Noncombatant evacuation operations (NEOs) are conducted to assist the Department of State (DOS) in evacuating US citizens, Department of Defense (DOD) civilian personnel, and designated host nation (HN) and third country nationals (TCNs) whose lives are in danger from locations in a foreign nation to an appropriate safe haven. Although normally considered in connection with hostile action, evacuation may also be conducted in anticipation of, or in

response to, any natural or man-made disaster."

Designated host nation and third country nationals authorized to be evacuated are determined by the Department of State.

Not at all. In a NEO (Non-combatant emergency operations), the country evacuating it's civilians and embassy personnel will take civilians and embassy personnel from other countries as the situation requires. Note that NEO operations can take place after natural disasters such as the 2004 Bander Aceh typhoon, as well as out-of-control civil strife.
