The Articles of Confederation created a loose union of the States. Each state was essentially independent. There was no real Federal Government under the Articles. Nearly all business of government was conducted by the states, including taxation and defense.
State governments had a large degree of power. A large reason of why the Americans made a new Constitution was because the central government was too weak. The nation would have fallen apart if it had stayed that way.

the states have not given up their powers. there are many powers that belong completely to the discretion of the states in carrying them forth or withholding them
When they met to rewrite the articles of confederation they had tried giving the states power and it didn’t work. To have a country you need to have a strong central government that will see to the common good of the people and for protection. States can’t provide this.
