A sovereign state can do so

Individual states of the US do not posses the ability to declare war, it's in the Constitution. If a state was to be invaded then the United States would be invaded right? So if the United States is invaded then the United States would be fighting a war. States cannot declare war and it would be the country as a whole to declare war.
