I have over thirteen (13) years experience in leadership in two branches of the Unites States military, upper management leadership in non-profit organizations, and for profit businesses. I also have extensive experience in information technology, business operations, and organizational development. My primary career has been in Indian Tribal leadership positions.

MILITARY VETERAN

My career began in operations and intelligence with the United States Navy. I served as an Operations Specialists for the Navy's Operations and Intelligence Division onboard two aircraft carriers. My military service began in January 1988 and concluded in January 1999. I also served in two New Mexico Army National Guard units in the early 1990's.

ITT TECHNICAL INSTITUTE/Entrepreneur SCHOOL/HUMAN RESOURCE PROFESSIONAL

Post military service, I obtained my A.A.S. degree from ITT Technical Institute - Sacramento, CA. My degree is in Computer Aided Drafting and Graphics Design Technology.

While living in California, I also attended an entrepreneur mentorship schooling program associated with the International Networking Association (INA) for two years under the instruction of several INA directors who were all self-made multi-millionaire businessmen in Northern California. This school was located in Merced, CA. I learned a tremendous amount about business and entrepreneurship, which assisted me in my work for Tribal economic development in later years.

I have completed seven modules through the Society for Human Resource (HR) Management and other HR Professional course work through A.E. Roberts Company as follows:

Ø Management Practices

Ø General Employment Practices

Ø Staffing

Ø Human Resource Development

Ø Compensation and Benefits

Ø Employee and Labor Relations

Ø Health, Safety, and Security

Ø Employee Leave Issues - Managing the interplay between the family and medical leave act and ADA, Workers' Compensation, COBRA and Section 125 Cafeteria Plans

Ø COBRA - The Consolidated Omnibus Budget Reconciliation Act of 1985

Ø HIPAA - The Health Insurance Portability and Accountability Act of 1996

Ø FMLA - The Family and Medical Leave Act of 1993

SERVICE TO MY TRIBE

It was always my goal to gain an education and experience and go back home to be of service in my own community. Upon my completion in school, I was extensively involved in public service for my tribe in varying capacities of executive, judicial, and corporate leadership for over ten years. My service to my Tribe began in 1996 and concluded in February 2006. The positions of leadership I held included service in government and in our Tribe's for profit corporations. My leadership in these areas significantly advanced my Tribe for our people in many different areas. The following are leadership positions I held:

  1. Governor Nambé Pueblo Executive Branch of Government 2002 - 2005
  2. Chief Appellate Judge Nambé Pueblo Tribal Appellate Court 2002 - 2005
  3. Board Member Nambé Pueblo Gaming Enterprise Corporation 2004 - 2006
  4. Secretary Nambé Pueblo Housing Entity 1999 - 2001
  5. Lieutenant Governor Nambé Pueblo Executive Branch of Government 1999
  6. Appellate Judge Pro-Tem Nambé Pueblo Tribal Appellate Court 1999
  7. President Eight Northern Indian Pueblos Council, Policy Council 1999
  8. Vice Chairman Nambé Pueblo Housing Entity 1997 - 1999
  9. Vice President Nambé Pueblo Development Corporation 1996 - 1999

I was instrumental in helping my tribe recover from huge financial losses. Through a series of negotiations with State of New Mexico legislative and executive leaders, I was able to secure revenue for Nambé Pueblo in the amount of over twenty ($20) million dollars through an innovative revenue sharing agreement I brokered.

The Tribe's financial situation was bleak when I took office. Revenue was under $250,000 a year, we had an over $2 million deficit, and four years of audits had not been performed as required. I concluded my two terms of service with nearly $4 million a year in new revenue, a balanced surplus budget, and all of the audits caught up and clean. Before leaving office, I spearheaded a $60 million casino venture for my tribe and attained tribal citizen approval via a referendum to approve gaming. After a careful review of over twenty proposals, the Tribal Council of Nambé Pueblo supported my recommendation to work with Full House Resorts, Inc., which is a gaming company out of Nevada whose Board Chairman is former Chrysler Corporation Chairman Lee Iacocca. I also served on my tribe's Gaming Enterprise board of directors from April 2004 through February 2006 up until I moved to Denver, Colorado.

LEADERSHIP FOR OTHER TRIBAL INTERESTS

In my career, my travels and work has allowed me to actively work in different levels of Tribal leadership for the following organizations and Tribes:

NAME OF ORGANIZATION/TRIBE POSITION DATES INVOLVED

  1. National Congress of American Indians Tribal Delegate 1999, 2002 - 2005

  3. Eight Northern Indian Pueblos Council, Inc. Board Member 1999, 2002 - 2005

There are many highlights that I can recall with my work as a member of the board for Eight Northern. One such highlight was that I was selected by my fellow board members to represent the organization on a trade mission to Peru, South America. I got to meet the Tribal Chiefs of 12 Shipibo-Conibo Indian villages that lived along the Ucayali River near Lima, Peru.

  1. Navajo Nation Gaming Consultant 2006

The Navajo Nation decided to pursue gaming development in seven of their chapters. I was assigned to work in the Navajo Nation and provided President Joe Shirley, Shiprock Chapter President Duane "Chili" Yazzie, and the Manuelito Chapter Economic Development Board with advice on Indian gaming.

  1. Northern Cheyenne Consultant 2006

I assisted with initial talks with private developers and Northern Cheyenne President to develop an online pharmacy network on the Northern Cheyenne Reservation. These talks later evolved to assessing the development possibilities of the Tribe's vast coal resources.

STATE OF NEW MEXICO LEADERSHIP

My leadership role advanced to a statewide level as well, which included:

NAME OF ORGANIZATION POSITION DATES INVOLVED

  1. Office of Indian Affairs Deputy Director 2001

In this position I oversaw over $27 million in state funding to the (22) twenty-two tribes and tribal organizations/institutions in the state of New Mexico for over 210 capital improvement projects and several programs.

  1. Governor Richardson's Transportation Team Transition Member 2002 - 2003

The focus of the Transportation Team was to assist newly elected Governor Bill Richardson in understanding the transportation needs and concerns in the State of New Mexico. This included Tribal input from the 22 Tribes in the State of New Mexico.

  1. Commission on Indian Affairs Chairman 2003 - 2006

I served for three years, which two of those years I was the Chairman. This commission has ten members that represent the 22 tribes and urban Indians in the state of New Mexico. The commission works on Native American advocacy issues, as well as developing effective government-to-government strategies. Two highlights of my work with the Commission was the award I received from the Statuary Hall Commission for assisting them in raising $119,000 for the completion and installation of the Po'Pay Statue in the Statuary Hall in Washington DC. I was also presented the key to the City of Gallup for my activism in Indian Country in New Mexico.

  1. Governor Council on Physical Fitness and Health Council Member 2003 - 2006

State of New Mexico Governor Bill Richardson formed this council in an effort to bring health awareness and programs to the citizens of the State of New Mexico.

YOUTH MENTORSHIP

One of my proudest areas of focus is being an adult mentor to our youth. In my spare time, I work with youth of Nambé Pueblo and other Tribes in the field of performing arts, dance (traditional and contemporary), and other forms of creative expression. The name of my group is the Rez Crew. Since founding the program, I have taught over 135 American Indian and non-Indian youth the value of adding show business and the discipline involved with show business to their daily lives, which has created a number of youth that are drug free and accomplished in their academic life as well. Many of the youth, were at-risk to drugs and violence in their communities. Our youth, as the next generation of leaders require special attention to meet the demands of a changing world.

Today my work with youth is nationally recognized and I have been featured on CBS News - The Early Morning Show and in an award winning documentary called, "When Your Hands Are Tied". (Please see: www.whenyourhandsaretied.org for more information) I continue this work with youth here in Aurora, Arvada, and Denver.
