California has possibly the worst DMV in the civilized world, but they are trying to improve by putting everything online. I had a similar problem trying to purchase a van from a friend who co-owned with his now-ex wife and brought the van to Hawaii after it was part of his divorce settlement.
It took almost 6 weeks for the CA credit union and DMV to work out the problem. The biggest problem was the use by CA DMV of AND and OR in their titles.
The OR is a mess because many cases occur just as you are describing. I'm guessing HE and SHE are not on friendly terms and, worse, you may be being used to irritate HE by SHE. I hope you are not involved with SHE in any other way - this is an ugly mess you don't want a part of.
If the purchasing party has a pinkslip in their name, and the party holding the vehicle won't relinquish the vehicle to them, I think it becomes an issue for police or the courts. What you probably shouldn't do is go on the property and attempt to take the vehicle yourself - you're best off getting a court order for the party to give up the vehicle - safer for sure, especially if there are other things going on.
