No, Balaam is not at all a man of God.
Many think that he is a prophet of God but actually he just said what God asked him to do (read numbers 22-24).From the bible verse "Balaam also the son of Beor,the soothsayer,did the children of Israel slay with the sword among them that were slain by them" - Joshuva 13:22, it is very obvious that he is a soothsayer and not a prophet.A prophet will not be a soothsayer.And also when Lord didnot allow him to curse the children of Israel, he induced the people to do sins against Lord which is very clear from the verse in Numbers 31:16. A prophet of God will not guide the children of Israel to sins. Also read the verse deutronomy 23:4, which will clearly say that Balaam was money-minded(to get more money, he went with Balak to curse the people).
Simple answer is:
A man of God will only bless the people and not try to curse the people. Balaam tried so many times in different places to curse them but the almighty God didnot allow him. Balaam is only a soothsayer and not a prophet.
