In this case, Barack Obama was born in Hawaii in 1961, so therefore he is an American and eligible to be president. Where his father was born does not factor into it, even though some people, known as "Birthers," insist it is supposed to.
In fact, the currently-adhered to definition of a "natural-born" citizen in the US Code (law) encompasses someone who was, at birth, a US Citizen. It no longer requires that the person be born on US territory; it is sufficient if at least one of their parents was a US citizen. So, in common parlance, being "natural born" means that you satisfy any of the following conditions:
- Born on US territory, EXCEPTING those where both parents were NOT US citizens AND at least one parent was a foreign diplomat or political officeholder.
- Mother was a US Citizen
- Father was a US Citizen
As Barack Obama satisfies both #1 and #2 conditions, he is most certainly "natural born" in the eyes of US Law.
