Nixon was quietly pro-choice. He avoided addressing the question during his Presidency because he didn't have to. In the 1972 campaign, the Republicans called McGovern the "Acid, Abortion, and Amnesty" candidate, but this was at a time when abortion was still illegal in most of the U.S. Nixon himself never said anything about McGovern's pro-choice views. Privately, post-Roe, he said, "Abortion will not be outlawed again, because women want it." The impression I had was that he wasn't too happy about abortion but realized that it had to be legal.
