Striclty speaking the CIA did not exist in World War II. agencies that did were the Army"s G-2 ( general intelligence)- inclding such things as code-breaking translations, etc, ) the Overseas Secret Service- a.ka. Office of Strategic services- much exaggerated by Hollywood ( Alan Ladd films) the OSS , unlike G-2 had a very minimal output on the European ( against Germany) war, too much opposition from the Gestapo and SS, real pros so to speak. the Navy had the office of Naval Intelligence. O.N.I was involved in Codebreaking on the Japanese Front, in cooperation ( at times tenuous due to inter-service rivalry, the ( Soldier-spies) of the G-2. Both did yeoman work on the Purple Code solved just before- but unable to prevent the attack on Pearl Harbor.

No, it wasn't created until after WWII. However, it did evolve from the Office of Strategic Services which was created for WWII and the dismantled after the war when the CIA was created.
