Was the House-Grey Memorandum cleared by President Wilson?

I think it is generally believed that House acted in large part on his own , at least in the details of memo. Wilson may have expressed a wish that some kind of peace conference could be arranged with Germany but it seem unlikely that he would actually threaten to enter the war at that point.
