Probably. The Cubans were in full revolt, US support was growing, Spain would not change its methods of ending the revolt and the media and US Public was insisting that the US Government must act.
Most definitely war with Spain could've been avoided. In fact Spain was apologizing for the destruction of the USS Maine (battleship) during and after it's explosion. They even offered to help investigate and help with the wounded, dead, and salvage of the battlewagon. But the US wanted no part of their help; why? Because the US was imperialistic in 1898, and Spain had what the US wanted... Guam, Puerto Rico, the Philippines, and bases in Cuba.
After a quickie war (6 months, and nick-named the "Splendid Little War" by the newspapers, the website/computer of the 1890s), the US got what it wished for; and very nearly wished they hadn't "gotten their wish" when the Philippine Insurrection started in 1900...that lasted alot longer than the declared war with Spain and was over 4 times as bloody.
