No. Was the International Boxing Federation (IBF). His last bout schedulled to 15 rounds was in Jul.31, 1988 in New York, for the light welterweight title, when Buddy McGuirt knocked Howard Davis out in the first round...

other boxing bodies, like the so called "Universal Boxing Association (UBA)" also made some 15-rounds bouts in the late eighties...
