Indeed there was. It was one of the first television programmes that could be labeled as "reality tv". It debuted on NBC in 1986 and was canceled after it's third season in 1988. Each of the three seasons began with 16 contestants competing for the mayorship of a newly formed US city. These cities were later decommissioned after the show ended, and the winners titles were revoked.
